Terms and Conditions:
MCE’s Emergency Water Heater Loaner Incentive is eligible to contractors installing TECH Clean California-approved heat pump water heaters at homes that are verified MCE customers. Installations completed at non-MCE customers’ homes are not eligible for incentives from this program.Through a secure site, Contractors must submit to MCE a copy of the customer’s utility bill to verify MCE customer status.
Contractor must own and maintain in a good working manner all loaner water heaters used to receive an incentive under this program. MCE shall not be liable for any claims relating to Contractor’s install of the loaner water heater.
All reservations are subject to MCE review, availability of funds, and must be approved by MCE prior to the incentive funds being reserved for Contractor’s project. MCE may request further documentation of Contractor. Contractor’s failure to respond within three business days of submission may result in a forfeited reservation.
Final installation of a heat pump water heater must be completed within 45 days of the loaner installation. After 45 days, Contractor will lose their place in line for reserved funds unless Contractor notifies MCE of extenuating circumstances that prevent the heat pump water heater installation. Requests for extension of time to complete final install will be reviewed by MCE on a project-by-project basis and extensions are not guaranteed. Regardless of the funds reserved for Contractor’s project, if the customer does not install the final heat pump water heater, Contractor will not be eligible to receive the reserved funds.
Final submission of the project for incentive payment must include: (i) timestamped nameplate photos of the original, loaner, and final heat pump water heater install (please be sure to capture these images while at the customer’s site to avoid having to return after project completion); (ii) permit approval documentation; and (iii) itemized customer invoice with product receipts and a breakout of parts and labor costs. Payment will not be issued without MCE verifying the submitted documentation and photos.
All work must be completed in full compliance with the requirements of applicable laws and must be done in a good workman-like manner. Installs must be Air-conditioning, Heating, and Refrigeration Institute (AHRI)-matched system and meet Title 24 code minimum standards.
MCE reserves the right to change, modify, or terminate the Heat Pump Water Heater Incentive availability at any time without any liability except as expressly stated herein. MCE will honor all reserved incentive funds prior to the date of any change, modification or termination of this program, provided that Contractor remains eligible and the project was fully completed per the requirements of this program. MCE may make the Heat Pump Water Heater Incentive unavailable when funds are depleted.
MCE may seek repayment of all applicable incentives paid to Contractor if MCE determines after the payment of the reservation funds to Contractor that any one of the following occurs: (i) Contractor was not a current and active participant in the TECH Clean California program at the time of install, (ii) the customer of the project was not an MCE customer, or (iii) Contractor did not install an eligible heat pump water heater as required herein.
MCE is not responsible for any taxes which may be imposed on Contractor as a result of receiving an incentive under this program.
MCE will have sole discretion to decide on the final resolution of any issues including but not limited to eligibility or incentives.
